Type approval across ECOWAS: what manufacturers need to know

The Economic Community of West African States encompasses fifteen countries representing one of the fastest-growing telecommunications markets in the world. Smartphone penetration continues to rise sharply across the region, and the rollout of 4G and early 5G infrastructure is creating significant demand for type-approved radio and telecommunications equipment.

Each ECOWAS member state operates an independent type approval authority. The most commercially significant markets — Nigeria (NCC), Ghana (NCA), Côte d'Ivoire (ARTCI), Senegal (ARTP), and Cameroon (ART) — all have well-established approval processes, with application timelines ranging from four weeks in Ghana to up to four months in Nigeria for complex submissions. Smaller markets such as Burkina Faso (ARCEP), Niger (ARTP-Niger), and Togo (ARCEP Togo) operate with leaner administrative structures, which can extend processing times unpredictably.

A key practical challenge in the ECOWAS zone is the absence of any mutual recognition framework. Approval in one country provides no benefit in adjacent markets, meaning that a twelve-country rollout requires twelve separate filing processes, in some cases with local laboratory testing, in-country representation, and import licence obligations running in parallel.
