GCC telecom approval requirements: 2026 update

Updated requirements across Saudi Arabia, UAE, and the wider Gulf region for wireless product certification.

The Gulf Cooperation Council countries — Saudi Arabia, the UAE, Qatar, Kuwait, Bahrain, and Oman — represent a high-value market for RF and telecommunications equipment, with stringent but consistently applied type approval requirements. Each country operates under a distinct regulatory authority, and the past twelve months have seen several meaningful updates to filing requirements across the region.

In Saudi Arabia, CITC (Communications and Information Technology Commission) has updated its equipment testing and certification portal and introduced a revised fee schedule effective January 2026. The authority is now requiring that EMC test reports be issued by laboratories specifically accredited by CITC or holding bilateral recognition agreements, narrowing the pool of accepted laboratories relative to the previous framework.

The UAE's Telecommunications and Digital Government Regulatory Authority (TDRA) revised its product registration process in late 2025, introducing a streamlined track for products already certified in recognised reference markets (USA, EU, Japan, and South Korea). Under the new framework, products with a valid FCC grant, CE declaration, or MIC certificate can leverage a reduced documentation package, cutting average processing time from eight weeks to approximately three weeks.

Qatar's CRA and Kuwait's CITRA have both updated their technical acceptance criteria to reference the latest ITU-R M.2012 and ITU-T G.series standards, a change that KTECH's regional team has been tracking since Q3 2025. Manufacturers whose existing test documentation references older standard versions should conduct a gap review before submitting new applications in these markets.
